In Internet Explorer:
Go to Tools
Select Internet Options
Click on the Advanced Tab
Scroll down to Printing
Make sure the option to print background colors/images is checked
Click OK

In NetScape:
Click on File
Select Page Setup
In the Page Options section, check Print Backgrounds to include the page background in your printout
